Though my only concern is that you may have pop ups on top of pop ups if admin overlays happen for release of Drupal 7

If the "My files" tab shows my files, and the "File system" tab shows all files, why don't you label the latter "All files"?

Yeah- it's a good point. Right now we're working on functionality- we do need to do a better job on the UI/UX front- especially because that's the whole point of the project
